Every description of Akkulam Lake treats it as an end point. An arm of the backwater reaching inland from Veli. A quiet finger of water with a boating jetty on it, a children’s park, a footbridge, and no particular reason to go further.
That reading stopped being accurate on 26 February 2026, when the Akkulam–Chettuva waterway was opened. Akkulam is not the end of anything now. It is the beginning of a 280-kilometre navigable channel that runs north from this jetty to Chettuva in Thrissur district.
What was actually opened
The route is the first phase of the West Coast Canal, the long-planned corridor from Kovalam in the far south to Bekal in Kasaragod — roughly 616 kilometres, tying together more than three dozen separate lakes, lagoons and cut canals into a single navigable chain.
Phase one is the southern 280 km of that: Akkulam to Chettuva. It was sanctioned at about ₹2,556 crore through KIIFB, the state’s infrastructure funding vehicle, and delivered by Kerala Waterways Infrastructure Limited — KWIL, a joint venture between the Kerala government and Cochin International Airport Limited, which is an unusual pairing until you remember that CIAL is the state’s most successful piece of public infrastructure company-building and has been used as a template since.
The work was not mainly digging. Most of the chain already existed, in pieces, some of it for a century and a half. The work was making the pieces continuous again: deepening silted reaches, clearing weed, and rebuilding low bridges that a loaded boat could not pass under.
The tunnel at Varkala
The most visible single element of the restoration is about forty kilometres up the line from Akkulam, where the chain of lagoons runs into the Varkala ridge and has no way round it.
Travancore solved that in the nineteenth century by going through the hill: two tunnels cut by hand through laterite from 1867 under the Dewan Sir T. Madhava Rao, the Sivagiri tunnel at 722 m and the Chilakkoor at 350 m, the first open to traffic in 1877 and both complete by about 1880. They carried working boats for close to a century, then fell out of use when road and rail took the freight.
The Chilakkoor tunnel was reopened as part of the same 26 February 2026 event, restored rather than rebuilt, with 20-seat electric boats running through it. What it means and what it does not
It would be easy to over-read this. What opened was a channel, not a service. The first craft to move were passenger and tourism boats, concentrated on the southern reaches; scheduled long-distance running and, especially, cargo movement need terminal infrastructure that does not yet exist. Officials were straightforward that substantial work remains beyond Chettuva — more deepening, more bridges to raise — before the Bekal end is anything but a line on a plan.
So the honest statement is narrow and still remarkable: the water at Akkulam is now legally and physically connected, without a break, to Thrissur. Whether you can buy a ticket to go there on a given morning is a different question, and the answer is usually no.
Why Kerala keeps returning to this idea
The logic has not changed since Travancore first acted on it. This coast has almost no natural harbours and a surf that makes open-beach landing dangerous for much of the year, but it does have a near-continuous string of lagoons lying a few hundred metres inland, sheltered by sand. Link them and you have a road that never sees a wave.
That was worth doing when the alternative was a bullock cart, and the argument has come back for a different reason: Kerala’s roads are among the most congested in India, the state is long and thin, and freight moved by water is cheaper per tonne-kilometre and considerably less carbon-intensive than freight moved by lorry. The waterway is not nostalgia. It is a congestion answer that happens to be old.
Standing at the jetty
None of this changes what an evening at Akkulam is like. It is still a DTPC park with pedal boats and a children’s playground and families arriving as the heat drops. The scale of the thing is not visible from the bank; there is no gateway, no marker, nothing that announces a terminus.
But it does change what you are looking at. The water going north past the footbridge is not simply going into the backwater and stopping. It is the first few hundred metres of a channel that reaches another district, and the reason it goes where it goes is that somebody surveyed it — twice, a hundred and fifty years apart.
