Hill View Park

Hill View Park is the District Tourism Promotion Council's eight-acre garden and viewing park on the Vellappara shoulder, about 350 feet above the Idukki reservoir. It exists because the Idukki arch dam is closed to visitors for most of the year: this gate opens every day from 08:00 to 19:00, and from its upper terraces you look east-north-east at the dam wall strung between Kurathimala and Kuravanmala.

It is a made hill garden, not a wild viewpoint — paved paths sloping between lawns, croton beds and tiled pavilions, up to a watch tower at the top, with a canteen, toilets, a children's playground and a small pond carrying pedal boats and a coracle. An Adventure Zone at the gate adds twelve activities. Cheruthoni town, where the buses stop, is 2.5 km downhill.

The story

An eight-acre garden park on a hill shoulder at Vellappara, about 350 feet above the water, which exists for one reason: the Idukki arch dam is shut to visitors most of the year, and this is the place you can stand every day of it and look straight at the thing.

The story of Hill View Park

Almost everybody who comes to Idukki comes to see the dam, and almost nobody is allowed onto it. The arch dam crest opens for short, announced windows — the district website says weekends and public holidays, other accounts describe a long closure relaxed for a few weeks at Onam and Christmas — and cameras and phones are generally not permitted when it does. Hill View Park is the answer the district tourism council built to that problem. It sits on the Vellappara shoulder between Cheruthoni town and the gorge, it is open from eight in the morning until seven at night every day of the year, and from its upper edge the whole thing is laid out in front of you.

What you are looking at, east-north-east and about a kilometre and a half away, is a thin white curve of concrete strung between two bare granite domes. The left-hand hill is Kurathimala, the right-hand one Kuravanmala, and the slot between them is the pinch of the Periyar that gave the district its name. The wall is 168.91 metres high and 365.85 metres long, a double-curvature parabolic thin arch, commissioned on 12 February 1976, and it has no gates in it at all. Swing a little to the left and you can see the structure that does have gates: the Cheruthoni gravity dam, 138 metres of concrete less than a kilometre away, which carries the spillway for the entire 60-square-kilometre reservoir. Seeing the two together, and understanding that one holds and the other releases, is most of what a visit here is for.

The park around the view is a made thing and makes no pretence otherwise. Paved paths slope up the hillside between clipped lawns, croton beds and flowering shrubs — DTPC's own description claims hundreds of species of trees, flowers and medicinal plants across the eight acres — past tiled pavilions with concrete piers, lamp standards, a ticket hut and a canteen, to a watch tower at the highest point. There are toilets and a children's playground. It reads as a municipal hill garden with an extraordinary view attached, and that is a fair description.

There is water in it too, and here the sources disagree. DTPC's own page calls it a natural lake; a detailed local account of the park calls it artificial. We could not resolve which is right from anything published, so both are printed. Whichever it is, it is a small pond rather than the reservoir, it is where the pedal boats and the coracle run, and it is not what you came for.

The activities are run by somebody else, and the information board at the gate is the only place we found this stated plainly: the Hill View Adventure Zone is a joint venture of the DTPC and the Vazhathope Service Co-operative Bank Ltd No. E.202 — the co-operative bank of the very grama panchayat that Cheruthoni and Painavu are both wards of. The board lists twelve things, numbered: giant swing, couple zip line, adventure tower, gun shoot, Burma bridge, sky cycle, rapelling, kids' pedal boat, commando net, bungee trampoline, kutta vanchi (the coracle) and pedal boat. The zip line runs out over the water, which is why the photographs of it look better than they have any right to.

That brings up something a visitor deserves to be told. In February 2026 the Joint Director of Local Self-Government reported to the Idukki District Collector that of 25 adventure-tourism centres operating in the district, 21 were running without even panchayat permission. Only four had any clearance — the Anachal zip line from the Tourism Department, and the Anachal hot-air balloon, the Anachal adventure park and the Chunayamakkal roller coaster from the Kerala Adventure Tourism Promotion Society. Another DTPC-run park, the one at Vagamon, was named in that report as operating its paragliding and zip line without the mandatory clearances. The Collector then constituted a committee of technical and revenue officers to check safety and documents at these centres. Hill View Park's adventure zone is not named among the four approved and it is not named among the unapproved either, and we could not establish its status from anything public. That is the honest position: ask at the counter what is registered and what has been inspected before you clip into anything, and treat the ride as something to satisfy yourself about rather than something the state has already vouched for.

The other thing worth knowing is the timing. Because the gate stays open until seven, this is one of the very few places in the Idukki dam country where you can legitimately still be standing at sunset, watching the light go off the reservoir and the arch turn to a silhouette. The reservoir boats work the water directly below — the motor launch is called Kolumban, after the Oorali headman who led outsiders to this gorge in the first place — and the hydel tourism ticket centre for the arch dam itself is about 350 metres away on the same road, which is where you find out whether the crest is open at all.

Legend & myth

The legend attached to this view is not a story about the park; it is a story about the two hills the park exists to look at. A kuravan is a man of the Kurava community and a kurathi is his wife, and the two domes gripping the gorge are Kuravanmala and Kurathimala. In the best-known telling the couple glimpsed Sita bathing in the Periyar during Rama's forest exile, were turned to stone for it, and begged not to be separated — a promise many people locally read as kept when engineers finally closed the gap between the two hills. Standing here you can see exactly why that story attached itself to this place and not to some other: from the park the two hills read as a pair, facing each other across a gap, in a way they do not from anywhere else you are allowed to stand.

Two warnings that will save an argument at the ticket counter. The first: the enormous twin statue of Kuravan and Kurathi that everybody has seen photographs of is not here and is not visible from here. It stands on the ridge at Ramakkalmedu, sculpted by C. B. Jinan and raised in 2005, in the south-east of Idukki district and well over an hour away. The second: the coda in which the cursed couple are reunited by the dam cannot be older than 1969, when construction started — this is a piece of folklore that grew a new final act in living memory, and the view from this railing is what it grew around.

The park's own founding is a genuine blank. Nothing we could find in English or in Malayalam — DTPC's own page, the district's tourism pages, news archives — gives a year for when Hill View Park opened, who inaugurated it, or when the adventure zone was added. DTPC says only that it "has attracted a sizable number of visitors of all ages since it first opened". Rather than supply a plausible date, this record leaves the question where it found it, open.

History

The park has almost no history of its own and an enormous amount borrowed from the water in front of it, so it is worth being clear about which is which. The three dams of the Idukki scheme were built between 1969 and the mid-1970s: the arch dam closing the Periyar gorge with no gates in it, the Cheruthoni gravity dam a kilometre west carrying the spillway for the whole system, and the Kulamavu dam plugging a rivulet on the far side so the impounded water could not escape that way. Together they hold one lake of about 60 square kilometres. Water is taken by tunnel from near Kulamavu and dropped some 669 metres to the Moolamattom power house, dug into rock and reckoned the largest underground hydroelectric station in India. None of the generating happens where you are standing.

The first machine was commissioned on 12 February 1976 by Prime Minister Indira Gandhi; the sixth only in September 1986. Fifteen thousand people worked the first phase and eighty-five of them died on the job. The valleys under the water in front of the park had been cleared for cardamom and pepper by migrant farmers barely two decades before the surveyors arrived. That is the landscape you are photographing: not wilderness, but a drowned agricultural frontier.

The one piece of institutional history the park does have of its own is the co-operative arrangement on the board at the gate. The adventure zone is a joint venture between the District Tourism Promotion Council and the Vazhathope Service Co-operative Bank Ltd No. E.202 — the service co-operative of Vazhathope grama panchayat, the 124-square-kilometre village panchayat that contains both Cheruthoni and Painavu. A district capital that is administratively a village ward, running its adventure park through the village co-operative bank, is a very Kerala arrangement and is easy to miss entirely.

Idukki has never had a railway, and it still does not — it is one of two Kerala districts without one. That single fact governs everything about how visitors reach this hill, and it is why almost every published distance for the park is a road distance to somewhere in another district.

Why visit

The one place you can see the Idukki arch dam on an ordinary day: the crest itself is closed to visitors for most of the year, and this gate is open every day from 08:00 to 19:00.

How to visit

  • Come for the last two hours of daylight. Arrive by about 16:30, walk up to the watch tower while the light is still on the dam, and stay for the sunset before the 19:00 close.
  • Buy the ticket at the gate — ₹25 adult, ₹15 child or senior, ₹100 for a still camera, ₹200 for video. Offline only; the counter number is +91 94469 69318.
  • Do not confuse this ticket with the dam. The KSEB hydel tourism counter for the arch dam is a separate operation about 350 m along the same road, and the crest is shut for most of the year — ask there whether it is open today.
  • From Cheruthoni bus station it is 2.5 km uphill (measured), so take an auto or a taxi rather than walking it with children.
  • Before using any adventure ride, ask the counter what is registered and when it was last inspected — see the safety note below.

Best time

Roughly October to February, when the air is clear and the reservoir is still high. The view is the whole point, so cloud matters more than temperature: through the south-west monsoon (June to August) the dam can be invisible from the railing for days. Late afternoon into the 19:00 close is the best hour on any day.

  • The park ticket does not admit you to the dam — that is a separate counter 350 m away.
  • Mobile phones are fine here. On the dam itself, phones and cameras are generally not permitted at all.
  • The pond inside the park is not the reservoir; reservoir boating is a different operation that starts on the water below.
  • DTPC's own page calls the pond a natural lake and a detailed local account calls it artificial — we could not settle which.
  • If the day is thick with monsoon cloud there may simply be no view; check before driving up from Cheruthoni.
  • No source in English or Malayalam gives the year the park opened, so this page does not claim one.
Safety

Good to know

  • Ask at the counter what is registered before using the adventure rides: a February 2026 report by the Joint Director of Local Self-Government to the Idukki Collector found 21 of the district's 25 adventure-tourism centres running without even panchayat permission, and named another DTPC park (Vagamon) as operating its zip line and paragliding without the mandatory clearances. This park's zone appears on neither the approved list nor the named-unapproved list, and we could not establish its status.
  • The park sits on a steep shoulder above the reservoir with drops beyond the railings — keep small children off the outer edges.
  • Paved paths and slopes get slick in and after rain, and the whole site inclines.
  • This is a working hydroelectric reservoir below you: water levels and releases are operational decisions, not scenery.

Hill View Park — at a glance

TimingsOpen every day, 08:00 to 19:00 (DTPC Idukki's own published timing). Unlike the dam crest, which is shut to visitors for most of the year, this gate does not depend on an announced window.
Best timeRoughly October to February, when the air is clear and the reservoir is still high after the rains. The view is the whole point, so cloud matters more than temperature: through the south-west monsoon (June to August) the dam can be invisible from the railing for days at a time. Late afternoon into the 19:00 closing is the best hour on any day.

Photography: A still camera is charged ₹100 at the counter and video ₹200 — mobile phones are not counted as cameras here, unlike on the dam itself, where phones and cameras are generally not allowed at all. Drones should be assumed prohibited over a working hydroelectric reservoir unless KSEB says otherwise in writing.

Parking: There is road-side and gate parking on the Vellappara shoulder; the park is a drive-up, not a walk-in. The KSEB hydel tourism centre for the arch dam is about 350 m further along the same road and has its own parking and its own buggy ride.

How to reach Hill View Park

  • ✈︎ By air Cochin International Airport (COK) is the nearest, 102.5 km by road to the park — about 1 hr 45 measured. ⚠ DTPC's own page gives 98.2 km; ours is measured from the park gate.
  • 🚆︎ By train Idukki is one of two Kerala districts with no railway at all, so every railhead is in another district. Measured from the park: Aluva 106.3 km (about 1 hr 45) and Kottayam 112.7 km (about 1 hr 55). ⚠ DTPC's page names Kottayam at 98.5 km — but Aluva is both closer and quicker by road, which no source we found mentions.
  • 🚗︎ By road From Kochi it is 107.6 km (about 1 hr 55) via Muvattupuzha and Thodupuzha; Thodupuzha itself is 58.1 km. From Munnar 49.1 km (about an hour), from Thekkady 58.6 km, from Kottayam 112.6 km. The last stretch is the climb out of Cheruthoni onto the Vellappara shoulder.
  • 🚌︎ By bus Buses reach Cheruthoni from Thodupuzha, Kattappana and Kottayam. From Cheruthoni bus station the park is 2.5 km uphill — an autorickshaw or taxi ride, not a walk with children.
Getting back

If you are travelling by bus or ferry, check the return service with the operator before setting out. Leave time to reach the stop or jetty after your visit.

Ask at the bus stand for the time of the last service back, not the next one. If you miss it, an auto or app cab is the fallback — agree the fare before you get in.

  • Climb to the watch tower at the top of the park for the full view of the arch dam between Kuravanmala and Kurathimala.
  • Pick out the Cheruthoni gravity dam to the north — the one with the five gates that actually releases the reservoir.
  • Take the zip line out over the water, or the giant swing, the Burma bridge, the sky cycle, the commando net or the adventure tower.
  • Row the kutta vanchi coracle or take a pedal boat on the park's own pond.
  • Walk the sloping paved paths through the croton beds and flowering shrubs, with the reservoir below on one side.
  • Stay for sunset — the gate is open until 19:00, which almost nothing else here is.
  • Cross to the KSEB hydel tourism centre 350 m away to find out whether the dam crest is open at all.

Good to know

  • Come for the last two hours of the day: the light is on the dam and you can stay to sunset.
  • The park ticket does not admit you to the dam. That is a separate KSEB counter 350 m away, and the crest is shut for most of the year.
  • Mobile phones are fine here; on the dam itself, phones and cameras are generally not permitted.
  • The pond is not the reservoir. Reservoir boating starts on the water below the park and is a different operation.
  • If the day is thick with monsoon cloud, the view may simply not be there — check before you drive up from Cheruthoni.

You drive to the gate — there is no walk-in approach. Inside, paved paths slope up the hillside from the ticket counter through the lawns and pavilions to a watch tower at the highest point, which is where the arch dam view is best. The lower terraces, the canteen and the pond are reachable without climbing.
Step-free access
The surfaces are paved rather than rough, and the lower part of the park near the gate, the pavilions and the pond is level enough to be usable. The upper paths are a graded climb and no source describes their gradient; nothing published describes the watch tower's stair, an accessible toilet, or any ramp, so do not assume the best view is reachable. If it matters, phone the counter on +91 94469 69318 before driving up from Cheruthoni.

Can I see the Idukki arch dam from Hill View Park?

Yes, and that is the point of the place. The arch dam is about 1.6 km east-north-east of the park and is visible from the upper terrace and the watch tower, strung between Kurathimala on the left and Kuravanmala on the right. The Cheruthoni dam, which carries the reservoir's spillway, is closer still and off to the north. You are looking at the dams, not standing on them.

Is the park the same thing as going onto the dam?

No. The dam crest is a separate, ticketed, and mostly-closed KSEB Hydel Tourism operation whose centre sits about 350 m from the park on the same road, at Cheruthoni-Vellappara, with its own entry charge and a buggy ride. The Hill View Park ticket does not admit you to the dam and the dam is shut for most of the year. Check with the hydel tourism counter for the current window.

What adventure activities are there, and are they safe?

How far is Hill View Park from Cheruthoni town?

We measure 2.5 km by road, about seven minutes. DTPC's own page says 4.1 km to the Cheruthoni bus stand; we print our measured figure and flag theirs rather than quietly split the difference. Painavu and the Civil Station are 5.5 km, the arch dam 5.5 km by road even though it is 1.6 km across the gorge, and Kalvari Mount 17.6 km.

Is there a lake in the park, and can you boat on it?

There is a small body of water inside the park with pedal boats and a coracle on it — separate from the reservoir. DTPC's own page calls it a natural lake and a detailed local account calls it artificial; we could not settle which, so both are recorded. The reservoir boating is a different operation that starts on the water below the park.

How do I get to Hill View Park without a car?

Idukki district has no railway at all, so everything is a road journey. Cheruthoni bus stand is 2.5 km away — buses reach Cheruthoni from Thodupuzha, Kattappana and Kottayam — and from there it is an autorickshaw or taxi up the hill.
